The 16th Party Congress party points out that in the first 20 years of this century we should concentrate on building a higher level and more affluent society, comprehensive benefit for a population of a billion. At present we are facing the high-speed economic growth, severe environmental conditions, and lack of resources relative to the situation in mind. To complete this goal that realizes economic, social and environmental development, the development of circular economy is an important strategic choice. Circular economy takes a high efficiency in the use of resources and recycling as the core, "Reductions, Re-use, Resource" as principle, and low consumption, low emissions and high efficiency as the basic characteristic, consistent with sustainable development concepts of economic growth pattern. And circular economy is fundamental change to "Mass production, Mass consumption, Mass abandoned" traditional growth patterns. Circular economy development is the trend in the world today and reflects people-oriented, comprehensive coordination of the essential requirements of sustainable development concept. It is a change of the mode of economic growth and an important strategic measure to take new road of industrialization and building a moderately prosperous society as well as an important guarantee to establish a socialist harmonious society.From this research with domestic and international circular economy, this paper summarizes the theory and practice of circular economy development, illustrates the necessity for developing circular economy in China, notes the deficiencies of circular economy development in China, and proposes ideas and the corresponding responses.
