The western China is amplitude, and the natural resources are abundant. There are totally 33 resource-dependent cities in the 12 provinces(areas), which account for 28% of the total 118 resource-dependent cities that were brilliant in the past time. As one of the important modes of the development of world cities, they mainly formed and developed with the development of mineral resources, and contributed greatly to the national industry and economy. But in the process of developing, some disadvantages also appeared, such as large inputs, high depletion, high pollution etc, which are harmful to the cities' sustainable development. The cities' natural resources are reduced and dried up, and the relationship is disharmonious between the resource processing industry and ecosystem, which make the cities stagnated, even decay. It seems to be a reality and pressing problem that how to make the resource-dependent cities of western China get away from predicament and develop sustainablely.The circular economy provided a new means of developing for the resource-dependent cities, which is a revolution to the traditional Linearity economy, and is an advanced economic mode with larger economic benefit, less resources consumption, less environmental pollution and more employment opportunities. These marked features justcould overcome the development difficulties of resource-dependent cities. The circular economy could help the cities to develop sustainablely, not only for the new built, but also for those cities which need to carry out transformation.After considering the resource-dependent cities' present condition of the circulation economy in western China, the author believes that there are many problems in the circular economy developing, such as weak circulation between different industry, sick circulation ability from one region to another, difficult circulation between cities and countries, bad efficiency in environment and pollution management and so on. The article further analyzed the beneficial factors and latent advantages in developing circular economy, and put forward some policies and measures from the macro and tiny aspects, which is important to exert the activities of the government, business enterprise and public etc. At last, the paper selected Guangyuan of Sichuan province, Tongchuan of Shanxi province, Xuanwei of Yunnan province as cases, which are more successful in circular economy development. By this way, the author gave a vivid and concrete explanation to indicates that the circulation economy have played an important role in the developing of the resource-dependent cities.The research about resource-dependent cities is a world-wide topic. The foreign scholars studied it as early as in 1930's, and China started itafter nation-founding. But each period has it's own emphasis. In the 21 centuries, it becomes one of the popular subjects how to make the cities developing sustainablely in social science, and the sustainable development theory gives a direction for resource-dependent cities' future development. Many scholars, both domestic and international, have studied a lot from the industry, business enterprise and city etc. But most researchers who stayed around philosophy principle, are mainly describing present conditions and misgiving to the future, and the gap between the principle and behavior. In a word, it is just the beginning. How to find an effective way to make cities develope sustainablely still be a difficult subject.This text just analysed the cities in Western China, which has pertinency and definition. I hope that it can be helpful to the develop-the-west theories, the nationalities economic theories and regional economies theory. And also, I hope that my research towards circular economic theories can add brick to add tile for the resources type city.
