World Heritages are precious material wealth and spiritual wealth handed down in the course of the history of man. They have prominent universal value. Since the Convention Concerning the Protection of World Cultural and Natural Heritage was signed, a series of new world heritages in many states were declared and protected. Protection of world cultural and natural heritage has been become a globality projection. Also the theory of heritage protection is becoming more perfect. However, because of various reasons, a lot of problems need solving urgently in many states including China. In recent ten years, Chinese heritage facilities is paid much attention. As the great power in world heritage, China is faced with the contradiction between the huge burdens of heritage protection and the limited economic ability. So, on this condition the development of heritages becomes a result of political and economic games. But the development of heritages need t protecting the heritages , obey the objective law of the heritage development, and conform to relative rules. In resent years, the surroundings of some heritages is over-developed, such as the isolation of Changde Imperial Mountain Resort and the eight Outlying Temples, the destructively exploitation of the Great Wall, the pollution of the surroundings of Zhoukou-dian, the affair of Yangliu Lake Dam at Dujiangyan Water Irrigation System, the Exploitation of Hydroelectric Resources in Three Parallel Rivers of Yunnan Protected Areas, the Real Estate Development under Mount Qincheng, the construction of villa in Mount Lushan and so on.
