China is one of the countries which exist dual structure country typically, the gap of the income between the city and countryside is very big. The big gap between the city and countryside of our country has already hindered our country to construction well-off society. According to domestic and foreign research on the dual structure of the developing country indicate: if our country wants to remove present dual structure, we not only need to develop the city industry, service industry and so on, but also pay great attention to develop the countryside two and three industries. Only have thus, huge countryside surplus labor force can shift on many ways , so that the economy and society of our country may come to the higher layer—one structure.
