Urban And Rural Domain Of A New Socialist Countryside Construction

This dissertation is on the issue of the construction of the new socialist rural area from the vision of planning urban-rural economic and social development as a whole.China is a large agricultural country. The agriculture, the countryside, the farmer proplem is a great issue that has a close relevance with China's reform and openning, as well as socialist modernization. Since the 1990s, the issue of"three agriculture"that has turned serious day by day, has becomes the key and the difficult part of comprehensive construction of well-off society. In order to fundamentally solve the"three agriculture"problem, the central committee of CPC and the State Concil listed it as the first priority in the agenda of the entire party. In addition, the central government has formulated a series of agriculture-supporting policies, particularly the significant decision of the construction of new socialist countryside. This article is with this background, based on China's agriculture and countryside development reality, from the angle of harmonious development between urban and rural area, for the purpose of unifying theory with practice, the author tries to make a systematic research on the construction of socialist new countryside, which is hoped to provide theoretical support and policy reference for constructing socialist new countryside.The dissertation consists of introduction and main body.The introduction mainly introduces the theoretical significance and the practical value as well as the background of selecting the topic. This part also elaborates the main thinking, study methods, emphases, difficulties, and innovations in this paper.The main body includes seven chapters and concluding remarks.The first chapter mainly introduces the theory basis which the socialist new countryside construction proposed. First of all, this part introduced the thoughts about"three agriculture"by classical writer of Marxism, namely Marx, Lenin, Stalin. Then the dissertation inspects Mao Zedong, Deng Xiaoping, Jiang Zemin's thoughts about" three agriculture", then it elaborates on General Secretary Hu Jintao 's thoughts about"three agriculture"problem , the new viewpoint, the new thought since Party's 16th Representative Assembly . The purpose of this part is to explain the construction of socialist new countryside proposal, which has its origin in Marxism-Leninism and all previous central leader's collective thoughts.The second chapter mainly elaborats the reality basis of socialist new countryside construction proposal. First, the author proposes that the construction of socialist new countryside is a natural historical process. Then this part expounds the historical background of the socialist new rural reconstruction, reviews the countryside development and reform course after new China being established. This chapter also appraises the basic situation of rural economy and society development. Finally it points out eight problems that exist in agriculture and countryside development in our country. These problems include: the farmers'income increase faces difficultly, the farmer lacks social security, the farmers'science and technology culture quality is low, the farmer lacks the benefit of representation, the agricultural foundation is weak, the agricultural investment is insufficient, the countryside infrastructure and the social enterprise development lags, the countryside development system barrier still exists.Chapter three mainly introduces six basic principles that have to be persisted in the process of socialist new countryside construction, expounds the basic thinking to advance Socialist new countryside construction. This part also emphasizes that we must take the planning of urban-rural economic and social development as a whole as the basic directive and implement to the socialist new countryside entire process, implement to the entire socialist initial stage. Finally this chapter points out that building up socialist new countryside needs to correctly deal with six important relations, the relation between basing on the present and focusing on the long term, the relations, the relation among government as leads, the farmer as main body and displaying the market mechanism, the relation between persisting the countryside basic management system and the system mechanism innovation, the relations between the new countryside reconstruction and advances the cities as well as the industrialization, the relation between whole advancement and the classified instruction, the relations among the economic development and the political construction, the cultural construction, the society construction.Chapter four mainly introduces the system barrier in the process of construction socialist new countryside---city and countryside dual structure. Above all, this part explains the city and countryside dual structure concept and the implication, and introduces dual economic theory in the western economic as well as domestic research present situation to the city and countryside dual structure. Then this part carries on the analysis of the city and countryside dual structure forming process and the historical reasons, points out the city and countryside dual structure in the current six main characteristics. Firstly, this part explains the basic connotation concerning planning urban-rural economic and social development as a whole.Then it point out that planning urban-rural economic and social development as a whole is the universal law in the process of advancement modernization in the various countries. It has the historical inevitability. Secondly, it puts forward to the short-term goal and the long-term goal of planning urban-rural economic and social development as a whole, at the same time it proposes three development phase of the construction socialist new countryside. Finally, embarking from government's function, it elaborates the government's status and function in planning the city and countryside development. And It briefly introduces the government's four methods in planning urban-rural economic and social development as a whole, namely financial method, legal method, financial method, administrative method.Chapter six mainly summaries and analyzes the success experience of the domestic and foreign which carries on the new countryside construction via planning city and countryside development. First of all, this chapter introduces in detail the experience and methods of the some developed countries such as Norway, South Korea, Japan, US, including planning the city and countryside development to our country the enlightenment. Then it introduces in detail "Latin Americanin phenomenon"which appears in the advancement modernization process of Latin Americanin. It also analyzes its experience lesson and points out that our country must take warning, avoids repeating a mistake. Finally this chapter in detail introduces the experience and methods of Zhejiang Province, Sichuan Chengdu, Shandong Dongying which plan the city and countryside development to construct the new countryside. The final part of this chapter dwells on the current world urbanization process and its revelations.Chapter seven mainly elaborates the counter measures by which to construct the new countryside. It introduces with emphasis planning the city and countryside development plan, planning the city and countryside industry development, planning the city and countryside infrastructure construction, planning the city and countryside society enterprise development, deepening the countryside organizational reform, vigorously advancing the cities advancement and so on six aspects.The concluding remark mainly introduces this dissertation's conclusion as well as needs for further research.
