Industry globalization is the main part of economic globalization. In the industry globalization environment, the industry organization is enlarged throughout the world gradually; the affiliates of multinational corporations link different countries and optimize the world industry structure by the industry chain. One of its important effects is more and more dependence between countries, especially in the economic field. In this process, developing countries can optimize their own industry structure by using the advanced technology and abundant capital of developed countries and multinational corporations. However, they also have to deal with many challenges in this process. Facing these challenges, single developing country is weak, for it lacks the resources and experience to compete with the developed countries in the globalization environment. For the developing countries, such as China and India, they not only have to tackle the same challenges caused by industry globalization, but also can compensate each other in many fields. Therefore, they may win the new competition if they can cooperate in these fields, and the Information Technology industry is the very field.The structure of world IT industry has been adjusted since 2002; meanwhile, the development of this industry is becoming more globalized.
