On The Reasonable Planning And Management Of Government's Informatization

Government's informatization , which needs scientific planning, intensive organization and effective management, is a large complicated systematic project. Using the informatization construction project of Xiamen Local Taxation Bureau--a project based on a great quantity of first-hand materials, as a study case, this thesis analyzes and summarizes the successful experiences of constructing Xiamen"Electronic Local Taxation Bureau"in the past ten years, and how it leads in this field in domestic taxation sectors. The core of these experiences is that Xiamen Local Taxation Bureau applies"IT+TAX"strategy to practice, combining scientific planning with effective management, integrating technology factors, matter factors and human resources factors into a large system, to establish a practical system including Tax Business System, Office Automated System, Public Service System eventually , and succeed in Fusing IT with tax levying and administration, public service organically.This thesis comprises 3 sections. Chapter 1 outlines the framework of informatization development of Xiamen"Electronic Local Taxation Bureau", briefly introducing and describing the functions of Tax Business System, Office Automated System, Public Service System.Chapter 2 analyzes the total IT planning of Xiamen"Electronic Local Taxation Bureau", analyzing the experiences in strategic planning , human resources using, fund raising and using, based on reviewing the process of informatization development of Xiamen Local Taxation Bureau,.Chapter 3 studies the methods of management and application in establishing Xiamen"Electronic Local Taxation Bureau",exploring the experiences in benefit management, technology management, organization and business redesign.All in all , this thesis tries to analyze the process of informatization development , explore the successful experiences of Xiamen Local Taxation Bureau and summarize its successful methods. It's dedicated to be used as a reference in the informatization construction of public sectors.
