The Research On Performance Evaluation Of Enterprise In Taxation Department At The Grass-Roots Level

As the theory and way of performance evaluation imported from western countries, it is being put into practice in local taxation department gradually. Virtually, performance evaluation is a"Kopis", which means that if we make better use of it we can robust whole group, vice versa. Without the direction of good methodology, we cannot take full advantage of the performance evaluation as a sufficient management tool. At present the performance evaluation is still in"aboriginal handicraft industry times"①, one of most important reasons is the evaluation ways deficiency. Considering both of public administration and business administration belong to the category of ordinary group and research of management theory, I find they are applicable to both all, whereupon this document attempts to import all four kinds of performance evaluation of enterprise into taxation department at the grass-roots level. Through the applications study, I hope to impel the application of performance evaluation on taxation department at the grass-roots level. The whole article divides into 5 parts: The first part, the usual analysis of enterprise performance evaluation is imported by taxation department at the grass-roots level. It mainly introduce that the concept of performance evaluation on taxation department at the grass-roots level, the meaning of import that ways and means, the reflect on object management means who is applied in taxation department at the grass-roots level, and the imperative influenceable factors which should be taken into account during it is applied in taxation department at the grass-roots level.The second part is about the application of KPI on the construction of evaluating guide line. The basic concept of KPI constructs the system of KPI on taxation bureau and tax station at the grass-roots level.
