The Status And Optimization Method Of Performance Management In The Primary Level Taxation Department

With the development of economy globalization, informationize of the data and the democratization of politics, the concept of Performance Management has been gradually used into government’s daily administration. Because of the use of Performance Management, the administration of governments in worldwide has a great reform of its administration method in the late twentieth century. While in China, the authorities have paid a great attention to the Performance Management after the reform and open policy in the 1980 s. Each level of Chinese authorities has achieved great success by using the Performance Management method after the reform and open policy. As an important department in the government, the department of taxation has played an important role in many areas, such as managing the fiscal income,conducting macro control of the economy and balancing the difference of people income. During the past few years, the National Bureau of Taxation has abandoned the old and single management method and performed a brand new Performance Management method in order to adjust the new management demand to get a great result in its applies.During this dissertation, first I will discuss the current performance management situation of the Guangzhou district taxation bureau. In the second step, I will summarize the problems which exist in the performance management process and the causes of those problems. The third step is to build a model of performance management for the primary district taxation bureau by using the principle of Balancing Score Card(BSC). And during this model, I will discuss the improvement and optimization of the primary district taxation bureau’s current performance management method base on the performance management system which applies the technology of information. Finally, I will give some personal opinions about how to optimize the performance management for a primary district taxation bureau.
