With the development of society, more and more government departments recognize performance appraisal to be very important. as the state agency in charge of tax collection, the tax department, especially the grass-roots tax department which related to the taxpayer directly, its efficient performance appraisal can contribute to advance the tax work by law, to reduce the tax cost, to improve the taxpayer satisfaction, to fulfill the duties of departments better. It can be effective means and important tools to improve the overall efficiency and to internal management of human resources with an efficient performance appraisal system. It will be more and more important. But in reality, there are still exist many problems in the actual use of performance appraisal, such as how to establish a scientific, reasonable government performance evaluation system, how to promote the government departments to upgrade service, optimization management, which becomes an important research topic.It is late in our country to study the performance appraisal, the research on the performance appraisal of civil servants still stay in the national overall level, combined with fewer cases of the actual analytical. This paper starts from the modern theory of performance appraise, and according to the actual situation of a Grassroots Tax Bureau of Wenzhou city as an example to study its performance appraise system and to find out the implementation of the result. We can discovery many problems about the performance appraisal, such as the performance evaluation indicators, the evaluation process, the evaluation results, and we find the reasons. Comparison of foreign tax authorities, learn more about the experience of western countries. According to the performance evaluation problem of the Grassroots Tax Bureau in Wenzhou City, we can construct the new performance appraisal system with the using of the Balanced Scorecard. Strengthen the assessment results of the feedback, which can promote the function of the performance appraisal. In this paper, in order to improve more, we think out a number of ideas to improve the performance appraisal system of the Grassroots Tax Bureau in Wenzhou, striving to achieve the result of a virtuous circle department performance evaluation and incentive.
