The Research On China's Price Regulation Of Monopoly Industries

Since China has carried out the reform and opening-policy, the government administration and market economic have developed greatly. At the same time, the government regulation, especially the price regulation of natural monopoly industries, has become a hotspot both for research works and government policy-making. To solve this problem, the government gradually looses the control on the price of natural monopoly industries, through adjusting , transfering power to lower levels and regulating. Under the new circumstance , the transition-period of China being WTO's member has basically concluded , it is full of realistic meaning to analyze this problem and explore effective ways to solve this problem.In my thesis, I try to find the weakness of the price regulation of natural monopoly industries and provide my suggestions by combination of the economic theories and public administration ways to analyze the history and present situation of China's price regulation of natural monopoly industries since 1949. There are three parts in my thesis.The first part is the introduction. At first, I mainly explain the meaning of the words that involved in my research, such as the natural monopoly, the regulation, the price regulation etc. Then, I track the theory and framework of the price regulation of natural monopoly industries. Finally, I made a general conclusion. In the second part, I study China's price regulation of natural monopoly industries. First of all, I try to catch it's course of reform and analyze the historical reasons. Secondly, as for present price regulation of natural monopoly industries of China, I make research on it's problems and give the main factors making them to be by the policy of price regulation in practice, so as to show the necessity to reform China's price regulation. Meanwhile, I draw my conclusion, including 7 points, just like the lack of law, the discrepancy between the price and value etc.In the third part the suggestion being made. In the view of public administration, I hold the idea of regulating the price of natural monopoly industries in 6 aspects, according to China's social and economic development, such as giving enough emphasis on legislation;regulating the activities of the government and natural monopoly industries via it; setting price in terms of the regional comparative competition on the basis of economic theory etc.
