Study On The Price Regulation Of Natural Monopoly Industry In Our Country

Natural monopoly regulation has been a hot issue for the field of industrialeconomics，the price regulation of natural monopoly regulation is the focus in thisfield. With the development of our society and the reform of the economic system,Our government is exploring and reforming natural monopoly industry priceregulation constantly. This paper is divided into five parts:The first part, I learned the concepts and theoretical basis of price regulation ofnatural monopoly industries, according to some papers of domestic and foreigneconomists, I learned the characteristics of the natural monopoly industry.The second part, I compared natural monopoly industry with the perfectlycompetitive market theory, in order to highlight the economies of scale of the naturalmonopoly industries. And then proposed the fully competitive market theory on thebasis of the theory of perfectly competitive market, and pointed out the feasibility ofthe application of the theory of price regulation issues in natural monopoly industries.Thus, defining the range of government regulation of the natural monopoly industriesscientifically and reasonably, demarcating of the boundaries of the market mechanismand government regulation clearer.The third part, through the analysis of the history and current status of the naturalmonopoly industries in China since the founding of price regulation, and we appliedthe price regulation model of the western countries, in order to find out someweaknesses in the price regulation of the natural monopoly industry. Pointed out thenecessity for reform of the price regulation of natural monopoly industriesThe fourth part, for example, China’s civil aviation industry of price regulation.Presented and analyzed the existing problems of China’s natural monopoly industryprice regulation. At the same time, we learn from the analysis of the reasons for theseproblems from the United States, Brazil, Japan and other countries, analyzing thereasons for these problems. Including: the lack of reasonable pricing, can not to establish a scientific pricing model; Single price regulation can not effectively play tothe price function; lack of government supervision, do not regulate the market order.According to reform ideas and objectives of the reform of China’s civil aviationindustry, making it suitable for China’s actual conditions and our institutions, therebyenhancing the international competitiveness of China’s civil aviation industry.The fifth part, I proposed the policy recommendations for regulating the naturalmonopoly industries price regulation. Combined with our current economic and socialdevelopment, I proposed several major aspects of the industry price regulation ofnatural monopolies, including: definition the natural monopoly industriesscientifically, accurate identification of the field of monopoly; Build a scientificmodel of price regulation to bring them into conformity with China’s actualconditions; Using a variety of price regulation, price regulation diversification; Todevelop and improve the regulations of price regulation, regulating the behavior ofgovernment regulation within the framework; improving the price hearing systemgradually and establishing incentive supervision system of price regulationmechanism.
