The Research Of Eleventh "Five-Year" Plan Of Construction Technology In Dalian

The implementation of the development strategy of the Northeast Industrial Base and the development of urbanization provide Dalian construction industry with great opportunity and challenge. The construction technology is the foundation of the construction industry, and the level of construction technology is decisive to the construction industry.Give a broad overview of the present situation of Dalian construction technology, the extensive develop mode has not radically changed. The confliction between the vast demand of resource and the deficiency of water, land, energy sources and building materials has been more and more serious. The 11th "five-year" is a critical period for China to build well-off society and accelerate the socialist modernization. So it is important to coordinate the relationship among the development of construction industry and the population, resource and environment, plan the construction technology properly, transfer the extensive development mode into intensive one, save construction resource, rise the utilization rate of resource, reduce waste of energy and build an economizing society.This paper first summarizes the situation and trend of the construction technology of China and Dalian, and then analyzes the role that developed countries' government played in the development of construction technology. Based on the work mentioned above, this paper put forward that the construction technology planning should consider the sustainable development theory. That lead to the main task of Dalian government: speed up the modification of construction industry structure, boost the technology and legislation about construction, strengthen the consciousness of saving energy, amend the system of innovation, and change the development mode into an intensive one.This paper also gives an outline of the work point for Dalian government. First, enact technology and economic policies. Second, broaden the cooperation range of construction technology. Third, pay more attention on the saving of energy, water, materials and land. Fourth, strengthen the information system and decision making support system, and then enhance the executing ability.To accomplish this paper, the author investigated all the construction related bureaus in Dalian and read a lot of construction technology literature. The conclusions will provide cogency advice to the planning of Dalian construction technology.
