From the reform and openning-up, the small and medium-sized enterprises are developing quickly in our country, the total amount has reached more than,.20 million. Healthy development of small and medium-sized enterprises is very important for the whole national economy and society development. Up to 2004 in China, 55.6% of GDP, 60% of industrial production value,40% of benefit tax, 75% of the people who are at work and 60%s of sales income all owe to small and medium-sized enterprises. Small and medium-sized enterprises have provide 75% of all the employment posts, 65% of technical patents, more than 75% of technical innovation, and 80% of new products. Small and medium-sized enterprises not only contribute greatly on the economic total amount, but also absorb laid-off workers in great quantities, which become the major power in coordinative development between economic and society.Small and medium-sized enterprises take an important strategic position in our economic society development. It is generally recognized in the international economic field that small and medium-sized enterprises will be the leading role of economic development all around the world in 21st century. However, because of various reasons, small and medium-sized enterprises still face many obstacles during their development, which obstructs their further development. Based on the above mentioned, this paper discusses bottleneck problems in the development of small and medium-sized enterprises in macro view.The main content is divided into three parts: The first part mainly describes the general situation of small and medium-sized enterprises, including the definition and present condition and function of small and medium-sized enterprises in our country; The second part investigates bottleneck problems of small and medium-sized enterprises during the process of their development, including four aspects, such as the law system,financing predicament, lack of innovation and talented people. Analyses in deep layer to find reasons on the base of describing the present condition; The third part carries countermeasure researches of those problems the small and medium-sized enterprises facing based on the foundation of questions and analysises in the second part, and an individual case attached after each countermeasure, which certificates the feasibility of each countermeasure.
