The Research On Property Right System Reform Of Rural Credit Cooperatives In China Under Dual Economic Structure

At present, the dual economic structure transformation is an important problem needs to be solved during the deepening reform and well-off society constructing. Finance is the core of economy, in order to successfully achieve the transformation of dual economic structure in our country; finance should play a positive role in it. The rural credit cooperatives are the main force of rural finance; they are also the financial link which relates farmers. Deepening the property right system reform of rural credit cooperatives in our country, not only affects the stable and healthy development of rural credit cooperatives, but also affects the overall situation of development of agriculture, income increase of farmers and the stability of countryside. Since the establishment of rural credit cooperatives in our country, they have experienced a difficult and winding course of development. At present, the new round of reform of China's rural credit cooperatives, which started in 2003, has already been in middle stage, but both in practice and theory, the development of rural credit cooperatives in our country is still facing many difficult problems. Practically speaking, although the rural credit cooperatives have been developing more than 50 years, till now we still haven't found a path of solution; Theoretically speaking, the core of rural credit cooperatives reform of China--the direction of property right system reform, still exists a lot of different disputation. The property right system reform still needs to be deepened. It is an important question to us that whether to choose the cooperative system or the joint-stock system.Starting from theory of the dual economic structure and the property right system reform of rural credit cooperatives, the writer pointed out that the theory of Multi-level development poles under the unbalanced and cooperated development strategy provides us a directional orientation to the reform of China's rural credit cooperatives, that is, build adaptive poverty right system and corresponding organizational structure according to the multiplex financial demand of Multi-level development poles and different areas of an county-level development pole.
