As the development of economy, information industry has become a great engine of the world economy and deeply influenced our daily life. Information industry has become one of the key industries in large cities of china such as Peking and Shanghai. However, ever since the Software Crisis in 1960s,the problems in software management haven't been resolved completely. Only about 20 percent are successfully developed and among the 80 percent of the failed projects unclear requirements exist. So, the software management problems, especially the requirements management problems are becoming a bottleneck of the development of information industry.The paper centered determination of priority of software project requirements. First, conditions and problems of information industry of our country are analyzed, and then the paper introduces the structure and main content and also introduces some theories like requirement management, risk management, cost management and so on.On the basis of the calculation of software project size the paper calculates software project effort by WBS and COCOMOII model and then compares the processes and results of the two methods in the third part. In order to determine priority of software project requirements, mathematical methods of risk calculation, profit calculation and so on are elaborated and methods of software project risk management and relation analysis are specifically discussed in the forth part. In the fifth part, on the basis of former data, application about determination of priority of software project requirements by analytic hierarchy process (AHP) is discussed. Application about determination of priority of software project requirements is elaborated in the sixth part. It is proved in practice that reasonable determination of priority of software project requirements improves poor software requirement management.Reasonable determination of priority of software project requirements improves efficiency of resource configuration and reduces unclear requirements. In the paper, the determination of priority of software project requirements by mathematical methods in complicated projects is a try and innovation.
