With the coming of Information era, knowledge economy, network economy has come and these new forms of economy bring great changes to the economic activities and society for the human being, including the high-tech enterprise, which has become an important growth point and the important strength in the economy competition among countries. The object of this thesis research focuses on private-owned high-tech enterprise, which has become a bright point in the development of economy in China and a node whether promote the development of high-tech enterprise even the development of regional economy.Facing highly increasing knowledge and information the private-owned high-tech enterprises which are surrounded by information, knowledge, how to develop better, use and manage recourse of knowledge according exploring, communicating and using knowledge to create more value has become the core of management for private-owned high-tech enterprises which are in stage of starting business..With realization risk in stage of starting business for private-owned high-tech enterprises, with aim of keeping away and controlling risk for private-owned high-tech enterprises in stage of starting business, this thesis focus on private-owned high-tech enterprises as research subject, using risk management, organization theory, finance management, economics, strategy management and other related theories and methods, explore the connotation, denotation and generating mechanism for problems and risk in starting business for private-owned high-tech enterprises and point out effective methods for keeping away risk pointing at special law. This thesis actively applies and learns from research results from others, tries to apply into new conditions and pay attention to theory creation.The research results mainly lie on several points: first, give definition on risk of starting business for private-owned high-tech enterprises; second, from the multiple comprehensive analyses on law for risk of starting business for private-owned high-tech enterprises; third, provide measures for keeping away risk of starting business for private-owned high-tech enterprises.
