Currently, Chinese enterprises consider social responsibility a priority, which meet the Chinese government's standards for constructing a harmonious society. Social responsibility for society is a core value for enterprises, and this core value is fundamental to the enterprises. The process of creating the culture of enterprises, and building up core values is related to the ability of private enterprises being able to fulfill their social responsibilities and develop successfully. Xinjiang Guanghui Industry Investment (Group) Co., Ltd., was established at the end of the 1980s, and is now one of the top 500 such enterprises in China. Regarding enterprise culture development, the Group has already had 20 years experience in military, state, and privately owned enterprises, and the group has been successful in being able to merge and maintain the appropriate culture in these three categories of enterprise. The characteristics of the resultant culture consists of the disciplined habits of the military-owned companies, good customer services of state owned-companies, and good management and other systems of privately-owned companies. The Group has advocated simultaneously enterprise management culture and development of the Communist Party harmoniously, so that the country, the enterprise, and employees are united together, and form a solid culture of core values.During development over the past 17 years, the Group has prioritized social responsibility, and has made a major contribution to the development of the economy of Xinjiang Province. The theme of this article discusses and describes the current situation, character, and position of private enterprise culture construction. It also describes the content and formation of privately owned enterprise core values, and describes how privately owned enterprises fulfill their social responsibilities. Wthin the analysis of the theme, the article summarises in general the construction of the Group's enterprise culture, and training to achieve core values, and fulfillment of social responsibilities.
