Along with the economical globalization and the development of the knowledge economy, the enterprise culture construction is getting more and more attraction of the business community. The good enterprise culture is an essential factor to make the enterprise core competitive power. After joining the World Trade Organization, our enterprise's management way and the running mechanism are facing reforming pressure after connecting with the international rails. The gradually loosing of the domestic market, the international competitor participating in the domestic market competition causes more competition pressure is the exterior factor for the enterprise to strengthen the enterprise culture construction; Along with the enterprise's demands to the scientific, modern management are promoting further more, at the same time in order to realize the enterprise's sustainable development, the enterprise must strengthen the enterprise culture construction, this is the intrinsic need for the enterprise strengthen the enterprise culture construction.The XinWen mining industry group's predecessor was the Xinwen mining bureau, which was built in 1956. In March, 1998 it was changed system to a state-owned company, in July, 2000 XinWen mining industry group established finally. The group has the long-term magnificent history and rich historical culture story, but the original factory system culture now limited the group to speed up the reform speed. Under the original planned economy system, the group implement the factory system management way for a long time, and adapt with it formed the model obeying culture which emphasized the execution and complishment of the plan, lacked the innovation thought and ideology in management, enterprise's restraint mechanism ossified, overemphasized the administrative authority, lacked the capital management consciousness. For the culture function in the business management, the group has experienced a gradually understanding process.
