With the deeply reforming of the government in our country, the government performance management has been paid more attention in many fields of society. But because of special traits of government, there are some problems in service consciousness and quality. The purpose of this paper is to enhance government efficiency and service quality by implementing the human resource management system with the center of ability grade and selectively introducing business managerial ways for the Grass-roots Tax Department.At first, this paper states the background, significance, purpose of the study and present situation of human resource management of Sifang Nation Tax Bureau. Next, this paper outlines some contents of human resource plan. And next, the ability grade system is explained; conclude the contents of ability grade decision, ability grade implement and motional management. Next, the contents are position system, appointment system, job analysis and position establishment. Then, this paper introduces wage, performance, training and development management. At last, the case of implementing the human resource management with the center of ability grade for the Sifang Nation Tax Bureau is introduced.
