A Study On The Problems For Developing Circular Economy In Henan Province

The development of human society and the incessant progress of productivity have brought enormous destruction for the natural ecological environment. And the environment, the resources and the human sustainable development has also been restricted seriously. The circular economy is that the humanity rationally ponders about the development, and is the best way to realize the sustainable development.In recent years, the Henan economic society has realized fast development, and the total value tops 1012 Yuan in 2005, which becomes national 5 total output value exceeding trillion Yuan and is the first one in Midwest. But Henan province has large population, relative deficient resources and frail ecological environment. And the per-person level of resource, infield and so on is special lower. The traditional industry occupies the main body and material and energy consumption level of many industry, enterprise and product are also quite high. With the increasing of economy the pollutant emitting grows and the tendency of environment worsening is obvious. At the same time the depth and extent of resource using is quite limited. Last year the average GDP of per person has surpassed 1000 US dollars in Henan province, which entered a new seedtime. The international experience indicates that it is an extremely important historical stage for the growth of any national and local. And it is not only a"the gold development time"but also a"the contradictory protruding time". To realize the goal of achieving the comprehensive well-off society, it depends upon traditional economical growth pattern, and the resources storage quantity and the environment supporting capacity that two aspects both has not get up under the traditional economic form the high strength resources consumption and the environmental pollution. But the circular economy is the new industrialization important carrier, and transforms the development pattern, the establishment saves society's effective way, has manifested the science development view request. And it is the strategic choice to realize the rise of central China.On the base of this, this paper carried on elaborated from the following several aspects:(1) Analyzing the evolution and actuality of domestic and foreign development circular economy and discussing the theory and practice background of developing the circular economy in Henan Province.
