Countermeasures Of Henan Province To Speed Up The Development Of Circular Economy

Along with the deepening contradictions of global resources and environment, many countries are developing and build a recycling society and economy as an important way to realize the coordinated development.since the last century in our country is also actively exploring recycling economy development model proposed recycling economy development strategy.Henan Province, a large population, the per capita share of natural resources is very low, limited environmental capacity, the protection of resources and the environment is more necessity and urgency.Therefore, the circular economy development strategy targets both Central China Henan Province, to build a resource-saving and important carrier and an effective way to environment-friendly society, or the transformation of economic development, the strategic adjustment of economic structure and industrial structure upgrading, the only way for the new industrialization;more comprehensively implement the scientific concept of development, economic development and environmental protection, new measures of social harmony.Since more than10years, the development of circular economy in Henan Province has made some achievements:the adjustment of industrial structure optimization, the level of overall energy consumption decreased; integrated and comprehensive utilization of resources and achieved certain results; technological transformation of enterprises to upgrade and promote the development of circular economy technological advances; successful pilot work to promote the development of circular economy provides empirical model; cyclic process of economic development has laid a good institutional and policy environment. However, further development of circular economy in Henan province still faces many problems:such as system conversion lag, target prefer single, extensive mode of growth, insufficient capital investment and technology system can not meet the requirements to construct the current cycle of economic development. Through the above analysis, combined with development of circular economy in Henan Province are facing, put forward specific measures:to establish and improve the development of circular economy, macro-control mechanism, incentive mechanism and the construction of social participation mechanisms and further discussed how to improve the development of circular economy laws and regulations, institutional innovation support system.
