Therefore the government and the enterprises accelerate the pace of the upgrade of the industrial, meanwhile they need to take action to deal with the verge problem of the peasant workers, better off their lives, provide good environment to facilitate them to transmit into high-qualified workers. Based on the lives improved, the peasant workers need to learn technical knowledge, transmit into high-waged and high-qualified workers.
