From the reform and open policy on, the industrial of the Pearl River Delta is based on the labor-intensified industrial or machining and assembling procedure, which is extensive development way. Because of our special city-country dualistic structure and the pursuing of the maximum profit by the enterprises, many legal rights of the peasant workers can't be guaranteed. And they are in the state of verge. The state of verge connects with the low wage which is unlimitedly supplied, which forms the competitive advantage of low cost in the Pearl River Delta industrial. This advantage boosts the development of industrial in the Pearl River Delta tremendously. For the purpose of not influencing the GDP growth, the government hasn't taken some strong measures to deal with the verge of the peasant workers. But in the recent years the lack of peasant workers and the rise of the cost of the land, water, electricity and so on causes the extensive development way to transit into intensive development way. To meet the transition of the Pearl River Delta industrial, the peasant workers also need to transmit into high-qualified workers. Therefore the government and the enterprises accelerate the pace of the upgrade of the industrial, meanwhile they need to take action to deal with the verge problem of the peasant workers, better off their lives, provide good environment to facilitate them to transmit into high-qualified workers. Based on the lives improved, the peasant workers need to learn technical knowledge, transmit into high-waged and high-qualified workers.
