Peasant workers's Non-governmental organizations in China is emerging as public services direct for peasant workers and their families. They are characterized as non-government, public welfare, direct, opening and specific. They belong to private non-enterprise units when it come to form, but in fact belong to social organizations. They resolve labor disputes and safeguard the legitimate rights and interests of peasant workers, and provide public services and promote the transformation of government functions, as well as reflect the demands of the peasant workers groups. They are one of the forces which Integrate the power of the government with that of the civil society to build a harmonious society.Peasant workers' Non-governmental organizations in Guangdong province show the following typical characteristics.They are mainly spontaneously generized. The vast majority of them have been seriously marginalized. Their activities are homogeneity in the area and means. Their funds comes mainly from abroad. Lack of qualified personnel is a common phenomenon in organizations. They have a high level of performance in safeguarding the legitimate rights and interests of peasant workers. They give full play to their positive roles.There is a macro-system to encourage their developing,but the micro-system restricts their developing. A number of relevant systems and policies have not been effectively implemented.The government should step up its legal system to protect their development. Under the premise of guidance and management,the government should take the initiative, consciously limit on the power of their own and return some power of managing the community to the civil community.The government should ensure thei funding channels by encouraging donations and improvig the system of tax exemption and tax deduction.Ppeasant workers' Non-governmental organizations should improve their own organizations and establish community-based development model. They should seek the community's trust and cooperation and find more social resources to promote their development.
