In recent years, the disparity of productivity between Eastern region and Western region of our country is extending constantly, have already caused extensive concern of social public. If western region can not get quick development, the trend that East-West section disparity expands can not get the valid control, not only does not favor the society to be stable and the national unity, and will affect the third step of Chinese realization of the strategic target seriously. The western area must reduce with the eastern area disparity, except walks surmounts the type development path, has not alternative. How can realize the productive forces to surmount the type development?
