Research On The Transformation Of Momentum To Promote The High-quality Development Of China’s Agriculture

The report to the 20 th National Congress of the Communist Party of China pointed out that high-quality development is the primary task of comprehensively building a modern socialist country.At present,China has built a well-off society in an all-round way and entered the new journey of building a modern socialist country in an all-round way,but agriculture and rural areas are still the short board of China’s modernization construction,and the high-quality development of agriculture is inevitably the focus and difficulty of the high-quality development of the overall national economy.Therefore,cultivating new driving forces for agricultural and rural development,accelerating the transformation of old and new driving forces for agricultural development,and promoting the transformation of agriculture to high-quality development are of great significance to realizing the modernization of agriculture and rural areas and ensuring that the country is fully built into a modern socialist country.Based on this,this paper takes Marxist political economy as the foundation,takes Western economics as the reference,takes Xi Jinping’s Economic Thought as the guidance,adheres to the major principles of socialist political economy with Chinese characteristics,and focuses on "What is it? Why? What can I do?" Problem-oriented,research on the transformation of kinetic energy to promote the high-quality development of China’s agriculture before and after the new era.Firstly,this paper reviews the literature on the conversion of old and new kinetic energy and the high-quality development of agriculture,and determines the general idea and framework of this study.On this basis,this paper discusses in detail the theoretical basis and connotation of the conversion of kinetic energy to promote the high-quality development of agriculture.According to the research,the transformation of agricultural development momentum refers to the development transformation process of agriculture from factor-driven to technology-driven,from decentralized to cooperative,from single industry to industrial integration,and from the pursuit of quantity to the pursuit of quality through the innovation of agricultural productivity,the adjustment of agricultural production relations,the expansion of agricultural industry forms and the transformation of agricultural development concepts.High-quality agricultural development refers to the realization of high scientific and technological content,good comprehensive benefits and strong international competitiveness through the reform of agricultural development quality,efficiency and power,and ultimately the formation of agricultural development with agricultural efficiency,farmers’ income increasing and sustainable agricultural production as the basic characteristics of the state of agricultural development.Secondly,this paper discusses the internal logic of the conversion of kinetic energy to promote the high-quality development of agriculture.The study believes that cultivating new driving forces for agricultural and rural development,accelerating the transformation of agricultural development momentum,and promoting the transformation of agriculture to high-quality development are comprehensive responses based on the relevant theories of socialist political economy with Chinese characteristics,the great practice of Chinese-style modernization exploration,and the problems of The Times faced by China’s agricultural and rural development,with profound theoretical logic,historical logic and realistic logic.Thirdly,based on the four levels of the transformation system of agricultural development momentum and the three basic characteristics of high-quality agricultural development,this paper first evaluates and measures the transformation status of agricultural development momentum and high-quality agricultural development in China from 2001 to 2020 by using the statistical data of 31 provincial administrative units in China.It is found that since entering the new era,the kinetic energy conversion index of China’s agricultural development has risen rapidly,and agricultural development has begun to show a significant trend of kinetic energy transformation.At the same time,since entering the new era,China’s agricultural high-quality development index has also risen rapidly,and the trend of agricultural transformation to high-quality development is obvious.Secondly,this paper uses regression analysis to empirically test the driving effect of kinetic energy conversion on high-quality agricultural development.It is found that from 2001 to 2020,the most significant effect of promoting agriculture to high-quality development is through expanding agricultural industrial forms,followed by reforming agricultural productivity,then adjusting agricultural production relations,and finally changing agricultural development concepts.Finally,this paper analyzed and tested the mechanism of the conversion of kinetic energy to promote the high-quality development of agriculture.It is found that kinetic energy conversion can play a role in the high-quality development of agriculture through three mechanisms: equipment effect,information effect and ecological effect.In addition,digital economy,as a new economic form,can improve the level of information flow in agricultural production,improve the level of machinery and equipment in agricultural production,and improve the level of precision fertilization in agricultural production,and then give play to the information effect,equipment effect and ecological effect to enable high-quality agricultural development.Fourthly,in order to learn from the successful experience of agricultural modernization transformation abroad,this paper selects three countries that realized agricultural modernization earlier,namely America,Japan and Israel,for analysis.It is found that the transformation of agricultural development in the leading countries of agricultural modernization is essentially a process of transforming the kinetic energy of agricultural development.However,different countries have their own characteristics in the process of agricultural modernization.Generally speaking,for countries with fewer people and more land and abundant agricultural resources per capita,they vigorously promote the replacement of labor force with machinery and equipment in the process of agricultural modernization,highlighting the continuous improvement of agricultural labor production efficiency.For countries with a large population and little land and relatively scarce agricultural resources per capita,they vigorously promote the replacement of land by technology and capital in the process of agricultural modernization,highlighting the continuous improvement of the efficiency of land and resource allocation.Fifthly,this paper summarizes the relevant research conclusions,and gives policy suggestions on how to accelerate the transformation of agricultural development momentum to promote agriculture to high-quality development.The paper holds that,next,China should increase the investment of agricultural science and technology resources,and take scientific and technological innovation as the key to reform agricultural productivity;Deepen the reform of rural property rights system and adjust agricultural production relations with the construction of power system.Strengthen the revitalization of rural industries and expand the agricultural industry form in the direction of industrial integration;Strengthen the ecological environment management in agriculture and rural areas,and change the concept of agricultural development with the ecological enrichment of the people as the guide;Make full use of the comparative advantages of regional agriculture and accelerate the construction of a unified national agricultural market;Learning from foreign advanced experience in agricultural development,deepening agricultural opening to the outside world and international agricultural cooperation are six aspects to accelerate the transformation of agricultural development momentum and promote agriculture to high-quality development.The innovation of this paper is mainly reflected in the following three aspects:First,the innovation of research perspective.The existing researches are basically aimed at the conversion of old and new kinetic energy or high-quality development.In fact,the conversion of kinetic energy and high-quality development in the new era are logically connected.Based on this,this paper takes "Research on the transformation of kinetic energy to promote the high-quality development of Chinese agriculture" as the topic,and studies the high-quality development of agriculture from the perspective of the transformation of old and new kinetic energy,with a novel perspective.The second is the richness of theoretical research.In terms of the logical connection between kinetic energy conversion and high-quality development,the existing researches only mention that kinetic energy conversion is the realization way of high-quality development,but do not deeply explore the realization way itself.This paper first constructed a kinetic energy conversion system including productivity level,production relations level,industrial form level and development rationale level.On this basis,the theoretical logic,historical logic and realistic logic of kinetic energy conversion to promote agriculture to high-quality development were analyzed in detail,and the relevant theories were enriched.Third,the richness of empirical research.Existing studies have involved both the evaluation measures of high-quality development and kinetic energy conversion,but no studies have linked the two in terms of measurement.After completing the evaluation and measurement of the conversion of kinetic energy in agricultural development and the development of agricultural quality,this paper conducted regression analysis on the measurement results of both to verify the promoting effect of kinetic energy conversion on the development of agricultural quality.On this basis,it further analyzed and tested the mechanism of kinetic energy conversion in promoting the development of agricultural quality,and enriched the relevant empirical research.
