Functional managers' capacity evaluation is a research topic which is very close to the enterprise practice. It involves not only the capabilities index system and capabilities evaluation methods, but also relates to the application of the capabilities evaluation results, and takes impact on the competitiveness of the enterprises. At present, we already have the study theory and foundations of the functional managers' capacity. Thus to realize the scientific and rational evaluation of functional managers' capacity ,we should build capacity Evaluation System based on the existing capacity model and find the best combination of evaluation methods in view of evaluation indicators. And apply the results to every module of human resource management, to improve the management efficiency.This discourse starts with the model of universal abilities, expounds on the necessity of the functional managers' capacity evaluation and combines the methods of qualitative analysis and quantitative analysis to identify the indicators and the methodology weights .Then it takes a further discussion on the best combination of evaluation methods in the condition of different evaluation indicators and different decision preference, and the weights of every method in the combination program. Meanwhile, take F for example, according to the actual situation of this enterprise, it chooses the best combination of evaluation methods and does the empirical analysis. This discourse expects to provide reference for the work of enterprise functional managers' capacity evaluation in the perspectives of theory and practice.
