Over the past 20 years, many countries have reformed their electricity sector in order to improve productive efficiency of enterprises and increase social welfare. The main trend of the reform is liberalization and privatization. Privatization not only includes selling state-owned assets to private enterprises or individuals, but also includes public offering of state-owned enterprises. The privatization reform in the foreign countries, along with market restructuring and other movements, has promoted the construction of a competitive market. China has also embarked on a program of liberalizing and reforming the power sector. It has separated the generation and transmission segments and initially broken the monopoly in the generation segment.
