| Financial market has evolved into a tendency for its globalization, liberalization and integration, during which some varieties of criminals attempt to legalize their funds they have earned by many illegal means such as drugs selling, smuggling, corruption and stated-owned funds peculation. Some of the criminals mentioned above tend to dominate and control the financial market by all means beyond the victim country where they engage in speculations on some sectors of finance, security, real estate and foreign exchange. Moreover, some legal capital owners tend to transfer and invest their funds to the secure and value-added countries as well as some kinds of currencies. These funds owners try all they can think and do all can do to move their funds beyond the supervising and monitoring of the victim countries by means of the financial network.This paper has a starting point from the core member of the financial institutions, commercial banks. It centralized its research based on formers' contributions and further developed formers'researches. It brings forward a categorizing method using client characteristics in terms of the different behaviors of the clients manipulating capital flow and sets up 6 groups of monitoring rules for watching on abnormal behaviors. Those rules are integrated together into "client panels", which are represented for multi-dimensional monitoring measures. This paper discusses how to model the monitoring rules using mathematics methods based on client characteristics vector. Further, a simulation experimental platform has been developed to apply the rules into the activities of experimental monitoring and also a visualization monitoring analysis tool has been developed.
