Research concerning the relationship between information application and urban expansion is scarce. Exploring further about this relationship and roles of public policy involved will facilitate government to create sound urban environment. Ubiquitous Information technology application caused organization reformation. Further more, it makes land-use pattern changed in urban areas unavoidably. Consequently, the alteration in land use pattern modified urban space. Meanwhile the requirement such as information public apparatus,information sharing platform,professional public policy of information industry,industry space plan and so on yield, however public policy concerning these aspects is in lack. At last, we cited related data of Shanghai and analyzed the relationship between information application and urban expansion through correlation and regression approach. Meanwhile, we discussed related policy requirements stem from this process.
