Research On Supply Mode Of “Rights-ethics Public Goods” From An Education Perspective

Inaccurate quantification of public goods demands, low efficiency of public goods supply, insufficiency of public goods supply and arbitrariness of public goods expenditure are big problems of public goods supply, and the root of solving these problems owing to the insufficiency of public finance investment. Summarizing all the classical public goods theories since the appearance of public goods concepts, this logical explanation is reasonable and necessary. However, it can be found from the collision of theoretical research and empirical test that the sufficient public goods we expected are not public goods of classical public goods theories in the strict sense. So it provides us a way of thinking to find a solution of public goods supply problems, which is solving public goods insufficiency problems from narrowing the scope of public goods. The expended public goods theory includes classical public goods in its theoretical structure and puts the concept of Rights-Ethics Public Goods forward. And it defines the goods, which are not obviously nonexclusive and noncompetitive as education, medical treatment, housing etc, as Rights-Ethics Public Goods and on its base exploring its supply mode.There are four parts of this thesis. Part one introduces the theoretical framework of the expended public goods and analyzes the fundamental characters of Rights-Ethics Public Goods. In addition,the new way of supplying has beneficial effects in public finances, government income redistribution and government social management.Part two mainly discusses the border and regular pattern of supply during different economical development period, which specifically includes planned economy period, economic transition period and market economy period.Part three mainly discourses the border and supply condition of Rights-Ethics Public Goods at the present stage which includes the problems and its reasons in supply and analyzes from the perspective of education goods.Part four mainly puts forwards the path choice of efficient supply of Rights-Ethics Public Goods, which includes the theoretical fundament and the specific pattern of its supply innovation.
