As the housing distribution has been stopped since June 30 1999, all the enterprises started to carry out the housing monetization distribution to resolve the housing problem of the employees. With the increasing of the housing monetization distribution fund total, especially after the People's Bank of China ordered all the commercial banks that the interest rate of the subsidence fund of the additional housing fund and the monthly housing subsidization at the entrusted bank must compare to the excess reservation lower from 1.89% to 1.62%, when it was 1.71% in Tianjin according to the interest rate of three months'deposit, so that formed an interest rate deficit of 0.09%. How to strengthen the management of the fund, use the fund safe and reasonable, perfect the system of the housing monetization distribution are the foremost important questions to resolve now.This paper is on the basis of the particular analyze of the feature and the trend of the housing monetization distribution fund, raises four plans to use and increase the housing fund, includes exempting the monetization distribution from individual income taxes, developing the use range of the fund, deposit and public debt combination, and issuing the combined housing loan.
