This thesis first makes a full introduction to the Public-Private Partnerships System, discusses the internationally emerging franchise business mode; then briefs in succession on its basic types, roles and responsibilities of the partners and its operational mechanism, and analyzes the merits and demerits of PPP and the main reasons behind the adopted mode. Based on a typical British case, the thesis deals with historical background for the occurrence in early 1990s of PPP and its course of development, and whereupon sums up PPP's international experiences from which is induced the 5 key factors governing the success of a PPP project as well as selecting criteria and operational flow of a PPP project.This thesis recaps and analyzes in theory the foundation for the origination and development of PPP system, and by way of argumentation demonstrates that market mechanism alone is unable to efficiently provide public goods to meet the public demand, that is, the market failure calls for interference of government, however, the supply of public goods by public departments will lead to the problem of unproductiveness. Finally, with a view to government experiences of control over the monopoly enterprises, the thesis analytically shows that via certain institutional arrangement Public-Private Partnerships could effectively supply public goods to meet public demand while productivity is ensured. Proceeding from the analysis of the status quo of Chinese urban public utilities investment and financing systems, it looks into the issues concerning Chinese public utilities investment and financing structure and other institutional issues to come to the conclusion that single investment structure in Chinese public utilities is the main reason behind the shortage of gross investment, the non-separation between government and enterprises and poor production and service efficiency. Besides, the increasing and upgrading public demands for public utilities have intensified the supply and demand contradiction. In association with the features and merits of PPP mode above mentioned in this thesis, it is highly necessary in China to adopt PPP mode to solve the existent problems plaguing public utilities.At present, domestic private fund and foreign investment have taken a part in some pilot PPP projects and have gained some experiences. So it is fair to say that the foundation is now available regarding policy support, funding support and private andforeign partnerships for the development of PPP mode in China. This thesis discusses some concepts on how to apply PPP system in the reform of Chinese public utilities investment and financing structure. It analyzes and explains the respective responsibilities for public sector, private sector and professional counsels in PPP mode, and puts forward Chinese PPP organizational chart and operational flow. This will bear important realistic significance over advancement of economic reform and development via adding and upgrading urban infrastructures and quickening urbanization process, and over the speed-up of Chinese socialist modernization progress.
