Modern society is urban-centered society, and municipal public utilities play a very important role in the support of modern urban development. As the planned economy system inertia, China's municipal public utilities is in the "state-owned state-run" of the management system for a long time, what's more, along with speeding up the urbanization process, which result in government's heavily financial burden, enterprises' inefficiency, bad service, public dissatisfaction. And in the west, the reform in this field has been rising quietly since 1970s, basing on the theory that public sectors and private sectors cooperate together to give full play to their own superiority, risk, responsibility and profit sharing, which is efficiency-oriented called Public-Private Partnerships Model (PPPs Model).And it is increasingly worldwidely used in the construction and operation of municipal public utilities, which has achieved great success and has accumulated rich experience. For the imported goods, and in the background of urgent reform of the municipal public utilities, why and how to use PPPs need to be demonstrated in detail.The thesis, using materialistic dialectics in general and concretely linking theory with practice, uniting history and reality, combining the international situation with the national situation, uniting the qualitative methods and the quantitative methods, combining the normative research with case research, studys on the application of PPPs Model in municipal public utilities reformation of China, makes a systematic pectination and intensive analysis of the origin, definition, classification, characteristics of PPPs and problems and successful experience of PPP s'application in both home and abroad. And finally, basing on the policy recommendations to improving the PPPs'system design, makes predictions of the future tendency of the PPPs'application in public utilities reformation of China.The thesis revolves around the following five aspects:ChapterⅠ, introduction. Basing on definitude of the background and significance of the research, it reviews the PPPs'application study of domestic and foreign experts, scholars, international organizations, and it also makes brief comments on these researches.ChapterⅡ, theory explaining. The thesis states the origin, definition, classification, characteristics of PPPs in terms of theoretical. On the basis of the above analysis, this thesis five theoretical foundation of PPPs'application, that is, public goods theory, new public management theory, agency theory and governance theory.ChapterⅢ, practice analysis. Firstly, describes the operation process of PPPs; Secondly, analyzes the successful experiences of PPPs'application in the three represented countries, such as United Kingdom, United States and India, which can be good reference for our country. Thirdly, reviews the process of PPPs'application in our country, and the Shenyang 8th water company as an example for the case evaluation.ChapterⅣ, raising questions. Basing on the above case study, from the role of the government, regulatory system, interest competition, laws and regulations and supporting measures, it points out the problems and challenges of PPPs'application in China.ChapterⅤ, policy recommendations, which is the main part of the thesis. As to the above six issues, the thesis makes five policy recommendations respectively from the transformation of the role of government, building a modern regulatory system, achieving interest competition balance, improving laws and regulations, establishing related supporting systems. In the end, on the above analysis and after reflecting the administrative ethics paradox and misunderstanding of efficiency first, it provides a prominent citizen-based new governance model, namely PCPC model which is suitable for our country.
