ERP has been developing greatly since its conception was proposed by Gartner Group Inc. in 1990s. Through balancing and optimizing enterprise's resource reasonably, ERP helps the enterprise make full use of its advantages and get a better profit. However, in the information economic era, traditional ERP software package could not meet the needs of an enterprise in management innovation. Therefore, based on the traditional ERP system, it is necessary to utilize the advanced management theory and computer technology, especially the MAS, to construct a intelligent ERP system.The paper studies on the development of ERP and its existing problem, introduces the MAS theory and technology and then proposes the conception of MAERP which is a new ERP system based on the MAS technology. According to the organization structure and the business process of an enterprise, the conceptual model of MAERP has been constructed and its structure and hierarchy have been illustrated in detail.Meanwhile, the SCM(Supply Chain Management) module—the sub-system of the MAERP , has been designed and analyzed. The paper discussed the relation between SCM and ERP and their integration. Then the function of SCM has been analyzed and in particular plan and cooperation among different parts of SCM has been illustrated, based on which the general structure of SCM has been proposed. In the end, the paper discussed the plan and cooperation system of the SCM module briefly.Given the characteristic of the MAERP system, a MAERP implementation ability evaluation system for a manufacturing enterprise has been established so that the enterprise could evaluate the ability efficiently. On one hand, the index system of MAERP implementation ability evaluation is established including there aspect: Interior factor, Exterior factor and MAS quality factor; on the other hand, the evaluation model is designed by using Fuzzy Evaluation and AHP. At last the evaluation system is inspected through the MAERP implementation of Enterprise A.
