A Positive Study On The Urbanization Of Qingzang Altiplano Pasturing Areas

The development of Urbanization is, not only the basic approach to facilitate China's economic transformation from dual to monistic economy, but also is the specific measure to enhance the continuous rapid economic growth. Simultaneously, the development of urbanization in China is also the very crucial means to reduce income disparity, accelerate regional coordinative development, protect living environment and resources, achieve sustainable development, implement economic globalization, boost international competence, etc. As the key player, Qingzang Altiplano is holding the importance place in China's development, no matter in the political, economic or other domains. Accelerate urbanization process in Qingzang Altiplano is becoming more & more urgent to most realistic significance.This article applied the researches on regional economics and urbanization for reference, combining theoretical models with local practices, taking research methods from generalized thoughts to specific, in which to indicate the systematic analysis on urbanization in Western China. The investigation of this research includes three major perspectives: first, from inducing the development of urbanization theories, measurements and process, educe the general theories upon urbanization; second, according to the economic and social development characteristics of Qingzang Altiplano, choose specific theoretical model to analyze the detailed facts; last, basing on the analyzed statistics, testify the influential factors to the development of Qingzang Altiplano urbanization process. By analyzing the sectional and historical statistic data, this positive study testified the key decisive factors influencing local urbanization development, in which, suggestive conclusions are made to indicate feasible measures accelerating urbanization in Qingzang Altiplano.The research findings are: 1. The urbanization of Qingzang Altiplano pasturing areas is far lagging behind half of average national level; 2. There are great differences and disparity inside the pasturing areas; 3. the key elements which would influence the urbanization of the Qingzang Altiplano are industrial development and especially tertiary industry development. According to these findings, we suggest four policies which would increase the pace of urbanization of the Qingzang Altiplano, namely, 1. to accelerate industrial development and increase profitability through technology enhancement; 2. to speed up tertiary industry development and increase employment ratio and opportunities while maintain sustainable development. 3. to control the span and quantity of urbanization while take into account of the nature and population condition of Qingzang Altiplano. 4. to form pertinent urbanization policies for different providences according to the research subjects.
