According to the United States "Engineering News Record" (ENR) about the largest international contractors in the latest ranking 225 in 2005, 49 Chinese companies are listed including Chinese State Construction Engineering Corporation, and a number of new Chinese enterprises are listed, too. However, in the first 100 of 225, the number of Chinese companies fell to 9 from 13 of last year. Intense competition in the market promote enterprise to find development opportunities not only from the external environment, but also from internal enterprise through effective strategic planning and implementation to make enterprises change core competence into competitive advantage that the competitors can not go beyond.Now various studies about the core competitiveness have focused on the manufacturing sector, but what forces the contractor enterprises compete with? And how to constantly create their market competitiveness? The key lies in cultivating the core competence of enterprises, and focus on core competence to develop strategies to enhance their competitive advantage. The paper first presented current conditions of core competence theory both domestic and aboard, analsized the relevant theories of core competence and enterprise strategy, discussed the relation between them,and supposed that enterprise strategy planning should be formulated by the core competence. By understanding the concept and connotation of the core competence, and the analysis of the various foregone views, this article proposed that the core competence of one enterprise is mainly constituted of four aspects, included core technology, lead, execution and innovation capacity, which are integrated by enterprise competence elements. Then, this article presented the core competence constitution on the layer of enterprise which includes resource integration and market grasp according to the characteristics of contractors and analysis on value chain. On this basis of the foregone study and the characteristics of contractors, the paper provides the core competence of enterprises evaluation indices system, and given the evaluation model. The paper next discussed the positioning and chooses of the development strategy and the corresponding function strategy of construction enterprise.
