Perfecting The Rural Financial System To Accelerate The Development Of Rural Region

The rural economy is the important part of china's economy which has main influence to the development of China's regional economy. In the development of rural regional economy, the importance of the finance has been widely recognized. The developing level of rural financial system not only influences the structural adjustment of rural regional economy, but also has close relationship with the developing speed of the rural regional economy. But, according to the problems which exist in the rural financial system of China, the imperfect system of rural formal finance institutions, for example, the absence of the guidance and control for the development of rural informal finance firms and the absence of agriculture insurance, now, the rural financial system cannot support the development of rural economy effectively and efficiently. Meanwhile, the spreading of the new rural construction brought new requirements to the existing rural financial system. So, only to rebuild the rural finance system, can the increasing finance demands from the rural be matched, and also can the rural economy development be accelerated. Through the analysis of the existing rural financial system and the problems, and the international experiences, this article has researched the methods of rebuilding the rural finance system.This paper consists of seven parts, which are preface, the analyzing of rural financial demands, the situation of existing rural financial system, the problems of the existing rural financial system, international experiences, the perfecting of the rural financial system. This paper also includes the analysis of objectives and approaches to build the rural financial system. The following contents are also analyzed in this paper: to expand the function of the rural policy finance, to improve the function of commercial finance and the reformation of rural credit cooperative institutions, to control the development and operating of rural informal finance, and to accelerate the development of agriculture insurance.
