To the end of 2005, the state-owned assets (SOA) take 83.7% in the total storage of China's FDI. So it is vital to arrange the structure of property rights (SPR) of these SOA. This dissertation mainly discusses how the government should divide the property rights between itself and the SOEs. First, by reviewing the core conception of SPR and synthesizing the ways of SPR foreign governments choose, especially the successful model of "Temasek" from Singapore, here comes the core of efficient SPR: the clearly division of ownership and operational right, market-oriented implementation of the right of control and specialization of the right of supervision. Based on this and the example of Baosteel Group, there are three big weaknesses of China's SPR of the SOA in FDI. Under these experiences and weaknesses, several suggestions are given on China's SPR of the SOA in FDI. |
