"Stakeholder"comes from Britain.It is a concept from Administrtion, firstly appeared in 1960s, and was established in 1980s.According to this theory,there is a Benefit community in any enterprise.And the enterprise can't survive without their suports. It is necessary to comprenhensively consider the needs of various stakeholders when they meet conflicts with each other. In the research of continuable development, the theory of Stackholder gradually develops in tourism.Agricultural Tour is a new approach to boost Agriculture and rural development , moreover, it is a new field of tourism and a tourist subject which urban residents are eager for.. In China, Agricultural Tour began in 1990s,due to the government suports, tourists'need and rural expectation, it develops very fast recently. and a lot of organizations and groups involves in it. But with the rapid development, the more interest groups involve, the more conflicts occur among the stakeholders, which has some negative effects on the development of Agricultural Tour. The reason of this phenomenon is that every group has its own aim and profit, which are always conflicts with each other. That can't be solved but intensified by present Agricultural tour mode in some degree. In this thesis, on the basis of former researches, the author introduces the thory of Stakeholder. Combining it and the characteristics of agricultural tour, the author analyzes the main conflicts of stakeholders in three stages of agricultural tour--- plan formulation, developing and management, then offer a new co-participating mode and its function mechanism, finally, the author put it in the research of the some cases.
