The Research On The Electric Universal Service Cost Compensation Mechanism And Quality Supervision

Electric universal service should provide affordable and continuous electric power service whether it is gains or not. The deficit and the obligation cause the basic contradiction in the performing of electric universal service.According to theories of public economics and supervision economics,this article made economic analysis of the electric universal service. Based on the practice of the electric universal service, we revealed the abuse of cross-subsidy in both finance and management resource. Then we exposed the certainty of the establishment of the electric universal service fund and the problems in the establishing process. In the background of the electricity industry reform, we put forward the principle of the cost calculation,set up cost compensation model and made an example to illustrate. Finally we discussed how the quality of the electric universal service impact on the realization of the electric universal service. And we utilize the game theory to interpret the measure for quality supervision.
