Telecommunications Universal Service Quality Control Study

With the development of telecommunication technology, the weakening monopoly character of telecommunication, and the change of the traditional finance of telecommunication universal service, the telecommunication universal service is delayed. And many scholars have been focus on this problem. On the basis of our country condition, scholars are seeking for better method by studying successful experience of overseas telecommunication reform to resolve the deep development of telecommunication universal service.Firstly, learning from telecommunication monopoly character, we know that government supervision is still playing a key roll in the development of telecommunication, and the development of telecommunication also react government supervision efficiency.Secondly, learning from the basic meaning of universal service, we find out that the higher quality is accelerate and the lower is decelerated by analyzing the relationship between the telecommunication universal service quality and progress. And then we establish the game between the government and telecommunication enterprise. In further study, we analyze the game model from two aspects, consistence of government and enterprise and inconsistence of them. In the condition of consistence, the collusion is taken in because of the government promise. And then we study the relationship between telecommunication universal service quality and government supervision efficiency when collusion is included.Finally, based on the prior analysis some suggestions are given to improve the telecommunication universal service quality and government supervision efficiency.
