Study On The Supply Of Rural Highway Under The Building Of New Social Country

The rural highway is an important infrastructure which supports our country's agriculture and supports the rural economy, it is an important part of the whole highway network, and it is the primary transportation even the only way to some rural area. But since long time ago, our country continuously carries on the urban-rural public goods supply system which based on heavy city light country and heavy industry light agriculture. This system has caused the lag of rural public goods including rural highway. Rural highway has no fixed financial channel, mainly depends on the local government and farmer's supply. Rural highway is a weak of the social economy development. The short of rural highway enormously weakened rural economy's self-development ability, which enlarged the disparity between the city and countryside.At present, our country has arrived the phase of Accelerating Agriculture by Industry, Driving Countryside by City on the whole. As the leader and foundation of the development of the rural economy, the building of the rural highway will become the salience and pivot of the construction of the new social country. Under the new situation, in order to construct a sustainable supply system and study the supplies of the rural highway, We should consider two aspects: on the one hand ,we need consider the main supplier of the rural highway, namely they should be given by the market ,the government or both 'of them , which is a define of their function. On the other hand, we need distinguish further the respective function of all leveled governments on the basis of defining the governments' function scope clearly, namely which leveled government is the giver of rural highway, These two aspects are indispensable, this article, from the beginning of the relation between the rural highway and rural society's economy, elaborated the importance of the rural highway, then using the general theory of public goods supplies, analyzed the economical attribute of the countryside road, discussed the main giver of rural highway ,then analyzed the right of the giver under the theory of Western Intergovernmental Finance relations ,on the basis of these, analyzed the ability of the giver, in the mean while ,put forward the questions which would be met in the process of the supplying and the feasible suggestion.
