Rural roads are not only essential infrastructure for the development of rural economy,but also an important part of the road network in China. And the vast number of rural roads have an important role in the optimization of rural residents’ consumption decisions and production decisions. Therefore, researches on the rural roads of supply issues have important theoretical and practical significance. For a long time, the supply of rural infrastructure constructed of rural roads has been Self-sufficient state. The peasants’ manufacturing’s living standard cannot be effectively improved, as a result, limit the development of China’s economy as a whole. In the case of the current market economy has been gradually established, public goods such as rural roads is limitedly competitive and non-exclusive, so face low return on investment, private is not willing to invest, the Government should bear the responsibility of the supply of rural roads. Therefore, it is necessary to accelerate the development of rural roads and improve the traffic situation in rural areas.This paper is based on public goods theories and externality theories, using historical data analysis and empirical analysis to investigate the existing problem in supply of rural roads in China, and put forward appropriate policy recommendations. This paper mainly includes the following aspects: The first part is introduction, mainly explains the research purpose and significance, finally points out possible innovation and the deficiency of this paper. The second part is chapter1, mainly includes theoretical analysis of rural roads supply. This chapter first elaborates the concept and characteristics of the rural roads, then put forward theoretical analysis on rural roads supply, reviews public goods theories and externality theories. Finally this chapter analyses the economic effect of rural roads supply, starts with the micro-effect point of view, and points out the supply of rural roads is how to change the rural residents’ consumption decisions, market-oriented optimization. Then analysis on macro-effect indicates how supply of rural roads can plays an integral effect on expanding domestic demand-led economic growth and improving the national highway network layout. The third part is chapter2, introduces the basic conditions of rural roads supply under the new rural construction. This chapter first reviews the situation of rural roads supply since the founding of the nation, then describes the goal of rural roads supply under the new rural construction. Finally, explains the supply of rural roads since the construction of the new countryside, and discusses the existing problems in the supply of rural roads from the road level features, security and system construction, The fourth part is Chapter3, the empirical analysis of rural roads supply. This chapter first describes the empirical analysis’s model and data, mainly introduces the model selection and data sources. Then using fiscal decentralization, the total output value of township enterprises, rural household per capita net income of the31provincial regions in Mainland China, as explanatory variables to making Regression analysis of supply mileage of rural roads.finally, a brief evaluation is given to models. The fifth part is chapter4, gives advice on promoting rural road supply.
