The tobacco industry in our country is an important fiscal mainstay for Chinese government. Taxation of tobacco in the tobacco-growing areas has become the major resource of local governmental revenues. Our tobacco industries are rapidly stepping into the international markets with the globalization, integration and interconnection of the global economy. Simultaneously, the overseas tobacco corporations that are long ready for our market are accelerating to occupy the markets in China by taking advantage of their capacities on technological development, marketing and managing. Due to the type of tobacco which can't meet the main stream of the international market, and due to the low productive ability and low quality, as well as the lack of explicit and practical international strategy, we are under greater and greater pressure in the dwindling global market because of the rising tide of antismoking campaign. Since the important issue of whether China can continue to act as a leading role in the domestic market and to expand the international market share to achieve the sustainable development of tobacco has confronted us. Now we must take the issue into serious consideration while facing the critical situation.This article analyzes our country's tobacco production and operation from the point of view of development strategy for the goal of sustainable development of our tobacco. The first part introduces the background and the significance of this study; The second part provides an review of the history and the present situation of the tobacco development; The third part focuses on the analysis of the external environments of tobacco production and operation from the political, legislative, economic, technological and social aspects; The fourth part analyses the internal environments of our tobacco production and operation such as the organizational management, assets and technology as well as human resources. The fifth part analyzes the strengths, weaknesses, opportunities and threats of our tobacco production and operation by using the SWOT method. The sixth part gives a simple review of the theory of strategic management at first, and then makes up the short, medium and long -term strategic plans on our tobacco production and operation with the guidance of the theory of development strategy, cost-priority strategy and differentiation strategy, etc., and finally puts forward the specific strategic measures according to the strategic planning of tobacco development.This article focuses the study on tobacco production and operation under the circumstances of torrid growth in our tobacco industry, of the anticipated cancellation of tobacco monopolization with the Framework Convention on Tobacco Control (FCTC) coming into effect. In order to enhance the competitive capacity, to keep the stable and healthy development of our tobacco industry and to protect the interests of our state and consumers, and to carry out the people -oriented policy, we focus on the measures to build up a protective system to support the large-scale tobacco production and to facilitate the research on substitution of imported tobacco for the purpose of establishing safe international purchasing system, and also focus on the strategies of upbringing of creatives, of technology innovation to construct tobacco consuming safe and healthy mode, and of the construction for crisis management and enterprise culture ,as well as of innovative marketing for internationalization through analysis on the circumstances of our tobacco production and management using the SWOT method.
