| The old medical insurance system is increasingly revealing the drawbacks along with economic development and the deepening of reform and opening up and especially our country economic system's transition from planned economy to socialist market economy gradually. In 1998,the government issued "The State Council Decision to Establish the Basic Medicare Insurance System for City and Town Staff Members" for the purpose of building the basic medical insurance system for staf members in the city through the integration of social risk pooling funds with individual medical accounts. In the past few years, there have been exposed such shortcomings as narrow coverage and high medical costs for patients sufering from chronic diseases, and there are many things to be developed and improved. This text analize the exsited questions of medical insurance system and related countermeasures of unceasingly consummating our reform of the basic medical insurance system for urban workers in China.This text is divided into five chapters altogether:Chapter one introduces the contents and the significance as well as the research methodology and the structure. It also draws the conclusion from our research.Chapter two briefly discusses the concept and characteristics of medical insurance, and introduces the origin and development of the social medical insurance.Chapter three reviews historical evolution of basic medical insurance system for urban workers in china, analyzed existed problems of basic medical insurance system for urban workers in the new era.Chapter four introduces the medical insurance system and its reform process abroad.Chapter five advances related countermeasures of unceasingly consummating our reform of the basic medical insurance system for urban workers in China., such as increasing financial input in medical insurance, arranging the medical resources re-allocation;strengthening and consummating the supervision and management for designated medical institutions; reforming of the circulation pharmaceutical circulation; reforming payment methods and so on. |
