The Research On The Reform Of Urban Medical Insurance System In China

The reform of urban medical insurance system is always an important topic in the research of medical insurance system in China. This thesis explores the problems of the malfunction of market and government by adopting the principles and approaches of economy and management theory. Guided by the theoretical approaches and based on the medical insurance policies in different phases, the thesis first discusses the problems of medical insurance system in different stages. Then the thesis points out where the shoe pinches on the reform by comparing and analyzing the medical insurance system in some foreign countries and adopting the successful experience of them. It also gives some concrete reform approaches to the problems of current system. Generally, the thesis consists of four parts:Section 1 introduces the features of medical insurance and the government intervention is discussed. In this section, the meaning of medical insurance is discussed and the characteristics of medical insurance are concluded. Then the thesis concretely describes the malfunction of market and government in medical insurance market from the angle of the government and the market respectively. It point out that the intervention from the government to the medical insurance must be cooperated with market mechanisms, and the government and the market should play their functions in each own field respectively, which would benefit the normal operation of medical insurance market.Section 2 discusses the development of urban medical insurance system in China. In the section, the development of the system can be set into three phases: public expense and labor insurance phase, reform exploring phase and new system building phase. It analyzes the problems and effects in each phase, and focuses on them during the time since the construction of new urban basic medical insurance system from 1998. Meanwhile, the section also thoroughly discusses the problems and effects of the commercial medical insurance and enterprise supplement medical insurance.Section 3 provides some advice on the reform of urban medical insurance system. Based on the problems in the system, adopting the successful experience from the medical insurance system abroad, considering the new situations in the development of the reform in China, the section point out where the shoe pinches currently in the reform of our urban medical insurance. It also provides some concrete measures for the reform.Section 4 analyzes the related information of the medical insurance systems in some foreign countries and presents the analysis on them. The section compares four models of medical insurance systems, the reform measures and the manners of payment of each model in a corresponding country. Based on comparison, the thesis gets some conclusion which would be helpful to the reform of the medical insurance in China.
