Study On The Urban Medical Insurance System Reform In China

The medical insurance system, a basic economic and social system, is an importantcomponent of the social security system in China, which highly effects people’s health,development and stability of the society. The reform of the system is not only the emphasisresearch issue in the current medical insurance system reform, but also the most difficult onein social insurance system reform. Based on the principles and methods of management andeconomics, the paper aims to present several aspects of the current conditions of urban healthinsurance reform in china.(1) The background, purpose and significance of the urban medical insurance systemreform has been studied, research ideas and methods has been introduced, an overview of themain content of this paper was briefly discussed.(2) The concept of health insurance, an overview of the establishment and numbers ofhealth care reform of early public health services and labor insurance medical system in chinawere expounded; several development process and the effectiveness of the reform of medicalinsurance were discussed; the advantages and existing problems of medical insurance systemin major foreign developed countries were analyzed by summing up the experience of theforeign medical insurance system, we derived some reform revelation for China’s medicalinsurance system.(3) Focuses on China’s medical insurance system running situation, basic framework andachieved initial results through several reform, pointing out the problems faced by China’scurrent medical insurance system, which including lower population coverage, excessivemedical expenditure, pharmaceutical distribution market confusion, medical corruption andshortage of funds and so on.(4) By interviewing participate in medical insurance of urban workers in YanglingDemonstration Zone from2008to2012, we found that the number of urban workersparticipated in the health insurance continue increasing in recent years; and faster growth ratein the number of college students; and the insured rate has been up to95%as of2012.(5) The problems and the main reasons of China’s urban medical insurance system reform has been mainly discussed.(6) By analyzing the existing problems in China’s medical insurance system reform, weput forward some countermeasures to improve China’s urban health insurance. Thesecountermeasures were presented from the aspect of government-led, supporting reform of thehealth care system, primary care service system construction, mobilization and supervision ofthe insurance fund, basic public health services and multi-level medical security system.At present, China’s medical insurance system reform has clearly made a remarkablesuccess, but there are still a series of problems. The smooth running of the medical insurancesystem relating to the stability and unity of the society, which is not only a basic systemclosely related to the lives of ordinary people but also an important indicator of theeffectiveness of our government works. Therefore, combined with China’s national conditions,continue to promote the reform of the medical insurance system, to develop a scientific,comprehensive medical insurance system, coordinated progress, and ultimately realize highestquality medical services for all the people is an important work.
