The transportation enterprises are also not exceptional. To implement transportation enterprise's cooperation has become the major tendency of modern transportation development, especially under the situation of the totally opening of our country's logistics industry. It studied carefully on the construction and partner selection of transportation enterprise alliance. The railway transportation enterprises should mainly estabish alliance with highway transportation enterprises and harbor enterprises. The airline company should estabish alliance with other airline companies that have a supplementary airline network. The waterway companies should mainly develop alliance with waterway enterprises and harbor enterprises. The highway enterprises should mainly develop alliance with highway enterprises and other transportation enterprises to realize the door-door movement. The paper first uses ANP methord to evalue the comprehensive ability of the candidate partners,the result of which is used to be the input of the DEA methord to caculate the relative efficiency. Find out the relatively low effective enterprises from each stage and remove them out from the candidate partners. For the left enterprises we choose a group of most superior combinations with 0-1 integer plan law in order to make the deviation of the total time and expense to the optimum value to be smallest.The fifth chapter, the management of transportation enterprise alliance.
