With China Telecom is separated into the north part and the south part, the market of Telecommunication form new structure. The Telecommunication Company of N Province which has established in a short time will confront with increasingly drastically competitive Market Environment and the strong rivals. If the company wishes to exist, except needs the necessary network foundation, the well marketing strategy is the key that determines its success eventually. The good marketing strategy needs the corresponding market mechanism to evaluate performances as protection, the prerequisites how to formulate a reasonable performance evaluation mechanism is that the market conduct index of the province company can distribute rationally to the basic units (every city branch throughout the province). The distribution of the market conduct index is reasonable or not will direct determine if the marketing strategy of the company can get success, in other words, a high-quality and high-level program of distribution is the premise and the key that the marketing strategy of the company can be carried out successfully. The traditional distributive method carries on a simple adjustment on the original index according to the former history data and the development trend in the future. It is a kind of brief and rough estimate, so its weakness is obvious. The method of distribute conduct index of company which is brief, rough and even unreasonable will directly influence the results of the company evaluates performances and marketing. The Telecom Company which has established and came into the market in a short time lacks the former history data that can draw lessons from and faces the drastically competitive market. The method is obviously inapplicable.For this, in order to promote the quality level of distributive conduct index, the Telecommunication Company of N Province puts forward a topic that how to rationally distribute the mainly conduct index to every city branch throughout the province. So the topic group has established by the Province Company and Changchun Institute of Telecommunications Engineering Design. Be the second party's unit, we are responsible for the research work of the project. We depend on the theories method of Project Management to carry on the project development work.This thesis sets out from the practical application angle. The object of the research is the quality level of distributive conduct index of Telecommunication Company of N Province. We use the related knowledge, methods and tools of the Project Quality Management to deeply research and analyze the project quality factors, quality control in the process of the project and quality assurance system of the project, to ensure the quality of the project effectively, to achieve the goal to promote the quality level of distributive conduct index of Telecommunication Company of N Province, to solve out the customers'actual problem. The thesis first introduces the basic circumstances of the Telecommunication Company of N Province in brief, after that separately shows the selected topic background, the purpose, the significance as well as the existent key problem of the project, the main research contents and the structure arrangement. The thesis first carries on the simple description and the analysis to the related theory of the project quality management, then analyzes and elaborates the related basic theory and the method of the project quality management, finally according to the method of the project quality management to analyze the project of distributive conduct index of Telecommunication Company of N Province in brief.On the basis of theoretical analysis, the thesis analyzes the quality goal of the project that distributive conduct index of Telecommunication Company of N Province. First, according to the proposed demand of the customer, carries on the plan of the project; the project research work is divided into four stages to carry on: first step investigates stage; on-the-spot investigation and collections data stage; data processing and analytical stage; compose a topic report stage. Then, based on the understanding of the project, the project is decomposed. According to the breakdown structure of the project, the research process of the project and other factors, determines the relationship between the works, to work out the process plan of the project. After confirming the work content and the general arrangement of the distributive conduct index of Telecommunication Company of N Province, the thesis according to the quality target system of the Changchun Institute of Telecommunications Engineering Design, the customer'specific request of the project, the related Instruction opinions and Spirit of the China Telecom Group Company and the recently strategic point of the company of N Province, from the two angles that the request of the customer and the request of the consultant design Unit to establish the specific quality goal of the distributive conduct index of Telecommunication Company of N Province.After establishing the quality goal of the distributive conduct index of Telecommunication Company of N Province, the thesis puts forward the specific implement scheme of the quality goal of the distributive conduct index of Telecommunication Company of N Province, then analyzes and elaborates the problem from four main aspects.First, research the quality assurance system of the distributive conduct index of Telecommunication Company of N Province. Then, based on these, separately deeply analyze the five main aspects factors: manpower, material, equipment, method and environment, which can affect project quality, and put forward a relevant control method.The thesis takes related theory of the project quality management as a foundation, to analyze and research question from the project quality management angle, on the basis of confirming the quality goal of the distributive conduct index of Telecommunication Company of N Province, puts forward the specific plan and countermeasure of the project quality management. Finally puts forward the main conclusions as follow:First, confirm the quality goal of the distributive conduct index of Telecommunication Company of N Province1 .
